•  Nancy supports creating an easy-to-use County Development Dashboard where residents can track current and proposed development in unincorporated Volusia County. Residents should be able to quickly see existing zoning and future land-use designations, what development is already permitted, what changes are being requested, where a project stands in the approval process, and when residents can provide public input. 

• Residents should learn about significant zoning and land-use changes before they reach the final approval stage. Clear, accessible information can help residents understand the difference between development already permitted and requests for additional density or development rights—and give them a meaningful opportunity to be heard. 

• Responsible growth also means reinvesting in the communities we already have. Nancy supports encouraging redevelopment of blighted, aging, vacant and underutilized properties and appropriate infill where roads, utilities and public services already exist. 

• Nancy supports greater scrutiny when an upzoning or land-use change would significantly increase permitted density or intensity, including consideration of impacts on roads, traffic, stormwater, drainage, utilities, public services and surrounding communities. She also supports requiring a supermajority vote of the County Council for such changes in unincorporated Volusia County. 

• Growth doesn't stop at city limits, and access to information shouldn't either. While the Volusia County Development Dashboard would focus on development in unincorporated Volusia County, Nancy would encourage Volusia County's cities to voluntarily create similar development-information pages for their communities.

• The County Development Dashboard could also serve as a convenient starting point, providing direct links to participating cities' development pages. This would give residents easier access to development information throughout Volusia County while respecting each municipality's individual land-use authority and its responsibility for land-use and zoning decisions within its jurisdiction.

• Nancy would encourage the County and participating cities to share successful approaches to transparency, redevelopment, infill and early public engagement—without interfering with each local government's land-use authority.

• Responsible growth means knowing what is already allowed, knowing what is being requested, giving residents a voice before decisions are made, and reinvesting in the communities we already have. 

•  For retirees on fixed incomes, working families, and small businesses facing rising costs, every dollar matters. County government cannot control groceries, gas, insurance, or inflation—but it can control how taxpayer dollars are spent and the taxes, fees, and requirements within its authority. 

•  Nancy supports keeping taxes and fees as low as responsibly possible, eliminating unnecessary government costs and requirements, and protecting the essential services residents depend on. 

• When solutions require action in Tallahassee, county leaders should advocate for residents. As Mayor of Daytona Beach Shores, Nancy worked with state legislators on property-insurance concerns and advocated for greater competition to help stabilize costs. 

•  Working with the Daytona Beach Shores City Commission, Nancy helped bring the city to a debt-free position. With property-tax reform being considered, experienced fiscal leadership will be critical. 

Control what government can control. Spend taxpayer dollars wisely. Keep costs down. Protect essential services. 

• Fiscal responsibility means planning ahead, protecting essential services, and respecting every taxpayer dollar. Nancy has a record of doing just that.

• During Nancy's tenure as Mayor, working with the City Commission and staff, Daytona Beach Shores became a debt-free operating city while maintaining essential services.

• Plan responsibly for potential changes to property taxes and other revenues—without making promises we can't guarantee.

• Bring a frugal approach to county government. Review spending line by line, eliminate unnecessary expenses, and find efficiencies before reducing essential services. 

• Look for opportunities to reduce the burden on taxpayers when those reductions are financially responsible and sustainable. 

• Hurricanes reinforced the importance of being financially prepared. Strong reserves help government respond, recover and rebuild without creating unnecessary burdens for taxpayers.
